PCVA Flags Policy

2.11 FLAGS
C.R.S. 38-33.3-106.5. states that HOAs may prohibit signs and flags bearing a commercial message, and may establish reasonable, content-neutral sign and flag regulations based upon the number, placement, size or other objective factors related to non-commercial flags.  However, there are limitations in the prohibition of content of non-commercial flags.
2.11.1 PERMITTED FLAG TYPES
  • There are no restrictions on the content of flags per C.R.S. 38-33.3-106.5; however, commercial flags are restricted (see below).
  • Flag size shall be no larger than 3 feet by 5 feet (3’x 5’).
  • All flags and flag poles or staffs must be maintained in good condition and must be replaced as necessary to prevent wear and tear.
2.11.2 COMMERCIAL FLAGS
Flags bearing a commercial message, including but not limited to, trade, marketing, landscaping, painting, remodeling, or business advertising, or in any way pertaining to the exchange or buying and selling of commodities and/or intending to make a profit are prohibited.
2.11.3 PLACEMENT AND NUMBER OF FLAGS
  • A maximum of two non-commercial flags are permitted to be displayed within the Owner’s property at a time.
  • A flag may be displayed within a window inside the residence; from a balcony, patio or deck adjoining the residence, or from a staff projecting horizontally from a location on the front or back of the residence. The staff may not be longer than 8 feet in length.
  • Freestanding flagpoles may not exceed 24 feet (24’) in height, and no more than two are allowed.  American flags must adhere to proper flag etiquette prior to flying (see https://www.usa.gov/flag). 
  • Solar or low voltage lighting shall be installed to illuminate the American flag at night as required by Title 36 U.S.C. §174 and comply with Section 4.16.  Lighting for permitted flags must receive approval (via a DRR) from the MC before being installed or illuminated. Lighting shall not be installed so as to disturb other residences.

Report City Streetlight Problems

The city streetlights are maintained by the City's Department of Public Works.

You can report specific city streetlight problems via the web

You can also download the GOCOS! app at https://coloradosprings.gov/page/citizen-request-gocosprings-app and be able to "tag" the location with the app while standing next to the problem streetlight to help the city find the light you are reporting.

Watering Limits End October 15th

Under the City rules, residents that use sprinklers and other irrigation systems to water lawns and gardens may only do so three times a week. From May 1 to Oct. 15, landscape watering must take place before 10 a.m. or after 6 p.m.

If not you - then who?

The Grounds Committee (GC) is established to advise and assist the PCVA Board and
Community Manager to provide effective oversight, maintenance, sustainment and
development of PCVA neighborhood common areas. The GC also provides
recommendations to the PCVA Board and the Community Manager on proposed grounds
maintenance and improvements that result in long-term costs savings to the PCVA while
sustaining the aesthetic beauty of the community. Primary emphasis is placed on water
usage reduction and low maintenance landscaping. The GC proactively facilitates the
collaborative efforts of all PCVA stakeholders to include emphasis on providing an effective
forum for homeowner participation, involvement, and feedback.

The Modifications Committee (MC) is established to ensure all modifications reflect the
vision and goals of the Board for the sustainment of Pine Creek Village. The MC will oversee the review of all modification submittals, consistent with the PCVA governing documents and supplemental instructions, and provide rulings of all modification submittals.

The Community Connections Committee (CCC) will facilitate and enhance communication between the PCVA Board and Pine Creek Village residents. The CCC will also help foster and sustain a sense of community
among the residents with the objective to increase homeowner involvement and service
within the Association including the Board of Directors, Neighborhood Representatives
and Voting Delegates, and Committees established by the Board.

Keep Yard Waste and Leaves Out of Drains

Yard Waste and Fall Leaves
Did you know grass clippings and leaves blown into the street during yard maintenance end up in storm drains and waterways? This causes problems in the city’s stormwater drainage system and can lead to flooding. It's also a violation of City Code and can result in fines.  

Instead of blowing leaves yard waste into the street try:
- Composting: Researchers found that mulching leaves in the fall resulted in a greener lawn and up to 80% less dandelions the following springs. The Environmental Protection Agency (EPA) considers it a form of recycling that prevents filling our landfills, helps prevent pollution, enriches soils and reduces the production of methane gas.  

- Mulching: Using a mower to shred leaves speeds up their decomposition. The shredded leaves make excellent mulch and can be used in flower or vegetable gardens as a natural fertilizer and soil conditioner.

Other Ways to Think Outside the Lawn
- Stop erosion by covering bare ground with grass, gravel or mulch
- Direct runoff by installing swales or berms to slow waster down. Direct gutters and downspouts into green areas.
- Consider water gardens. The benefits include pollution control, flooding protection, habitat creation and water conservation
- Prevent blowing dust by covering gravel and dirt piles
- Consider a rain barrel. They divert water from our drainage systems and the water can be used to grow healthy and lush plants.

​Blocked Street Drains Can Cause FloodingUnswept debris has the potential to flow into vital drainage systems, creating blockages that could cause flooding during the next rain or snow storm. Please remember that the drains on our streets are there for a very functional and important reason, and avoid letting yard debris (branches, clipping, leaves, etc.) move into the street and possibly down the gutter and into the drain.
