PCVA Community Guidelines Updated

The PCVA Community Guidelines were updated to capture changes since the 2018 version.  See the latest guidelines at ​https://www.pcva.org/uploads/7/8/8/7/78875826/pcva_community_guidelines_august_20_2020.pdf 

The Community Guidelines
The Board of Directors and Modifications Committee have worked together to update the PCVA Community Guidelines. The updated version was formally adopted at the recent August 25th Board Meeting. The updated version includes the following changes:
  • A paragraph has been included to reflect the recently passed Declaration Amendment prohibiting ADU’s. Please see Paragraph 2.5.3 in the Community Guidelines.
  • Sidewalk maintenance expectations in line with City requirements have been added into the Guidelines. Please see Paragraph 3.2 on Homeowner Responsibility.
  • Neighborhood-specific addendums have been merged into the Community Guidelines in an effort to minimize the need to reference several documents for design guidelines. These addendums are located at the end of the Community Guidelines.
  • A paragraph prohibiting the feeding of wildlife has been added. Please see Paragraph 2.2.6 of the Community Guidelines.
  • A paragraph on Security Cameras and Exterior Lighting has also been added to allow the Modifications Committee to review requests for these systems. Please see paragraph 4.16.3 of the Community Guidelines.
  • The paint color for the steel view fence has been updated to the latest color code. Please see Paragraph 4.15.2.
  • A paragraph on car coverings has now been included in the Guidelines. Please see Paragraph 2.3.3 stating: “Cars in the driveway, may be covered with a cover that is made for that purpose, and be of a neutral color.”
  • A paragraph has been included to explain the five special neighborhoods within Pine Creek that have additional assessments. Please see paragraph 1.3.3 Special Neighborhoods.
  • The latest City requirements on Water Restrictions have been incorporated into the Guidelines. Please see paragraph 4.13.1 Water Management.
  • Two lines referencing “unplanted rock/mulch” were rewritten to more clearly explain the requirements of having plants in rocked or mulched areas. Please see Paragraphs 4.13.8 and 4.13.19 where “unplanted rock and mulch is not allowed” has been updated to read as “Rock and wood mulch areas are permitted in the front yard (corner side yards). These areas must have shrubs and/or perennial plants. Shrubs and/or plants shall be spaced a maximum of 4 to 6 feet on-center depending on species and will be reviewed on a case by case to ensure the area has enough plants.”
  • The Design Review Request Form has been updated to include a line for the homeowner’s PCVA neighborhood in order to more easily review in conjunction with a homeowner’s neighborhood, and has expanded upon the checklist page to help homeowner submit more complete requests resulting in fewer delays of review. Managing Trash and Recycling Containers

2.1.2        CURBSIDE REQUIREMENTS
 Trash containers and recycling bins may be placed at the curb no earlier than 6 p.m. the evening before pick up and shall be stored by 8 p.m. the day of service.  All trash and recycle containers shall be covered with a lid to avoid trash being blown from the container before pick up.

Call for PCVA Board of Directors Candidates

Are you interested in helping Pine Creek Village Association (PCVA) continue to maintain its fiduciary responsibility to be fiscally responsible, maintain the community, and preserve home values?
  
The PCVA Board has three of five positions to fill this year, and PCVA residents who are interested are encouraged to submit a short biography (describe who you are, how long you have been a PCVA resident, and why you are seeking a Board position; limited to half a page in length) to our Community Manager at PineCreek@ehammersmith.com no later than 5:00pm on Wednesday, October 23rd. Per the PCVA governing documents, “Candidates for director positions, who may also self-nominate, must submit their written application no less than 20 days prior to the meeting at which the ballots are counted.
 
Ballots containing information about all nominees will be mailed to each PCVA resident for the annual meeting. All nominees for the PCVA Board of Directors must be a homeowner living in Pine Creek Village with all accounts in good standing and in full compliance with the established PCVA Director Conflict of Interest Policy (https://www.pcva.org/uploads/7/8/8/7/78875826/pcva_director_conflict_interest.pdf ).
 
PCVA is led by volunteers at the Board and Committee Level, and November is our annual election period, in conjunction with our Annual General Meeting to review last year's activities, highlight the upcoming year's plan, and approve next year's budget.
 
Board member duties include attending the monthly board meetings, conducting business via email coordination, and attending other meetings as necessary to address the day-to-day operations of the PCVA in accordance with Colorado Law and the PCVA governing documents to help guide the community financially and physically.
 
Please consider your time availability and interest in serving as a volunteer in PCVA and learn more about the HOA and community leaders before making a decision.

No Trash Pick Up on Labor Day

Just a reminder that since September 7th is the Labor Day Holiday, trash service will be moved to Tuesday, September 8th that week.  Please do not put out your trash toters until Monday Night or Tuesday morning.

Accessory Dwelling Unit (ADU) Amendment Approved at Special Meeting July 28th

The Special Meeting held on July 28, 2020 at 6:00 p.m. completed the vote resulting in 1,103 votes in favor of the provision to prohibit ADUs in PCVA and 39 votes against.
 
The Additional Provision was approved and the following is added as Article 10, Section 10.21.

Section 10.21. Accessory Dwelling Units Prohibited.
(a) A “Dwelling Unit” is defined as any room or group of rooms located within a dwelling and forming a single habitable unit with facilities which are used or intended to be used for living, sleeping, cooking and eating.  Notwithstanding any provision in any applicable zoning regulations, each Unit may contain no more than one Dwelling Unit.
(b) An “Accessory Dwelling Unit” is defined as a Dwelling Unit that is subordinate to the principal Dwelling Unit, that is located upon the same lot or Unit as the principal Dwelling Unit, whether located within the principal Dwelling Unit or detached from the principal Dwelling Unit, regardless of whether it remains under the same ownership as the principal Dwelling Unit. Notwithstanding any provision in any applicable zoning regulations, Accessory Dwelling Units are prohibited within the Community.
