Keep Your Yard Looking Good

As we get closer to summer, periodic inspections will return focus to yard appearance and upkeep.  Be sure to know the PCVA Yard Care standards and help keep the neighborhoods looking great!

2.3 YARD CARE 
2.3.1 GRASS Yards must be green (i.e., alive), without brown spots or exposed dirt, throughout the summer season while adhering to watering restrictions. Routinely edge/trim along sidewalks to keep a neat appearance. 
2.3.2 BUSHES AND FLOWERS Trim bushes to maintain a pleasant shape and to not intrude on sidewalks or the road. Remove dead bushes and flowers and replace with like kind/number.  
2.3.3 TREES Tree branches may not dip lower than 8 feet along sidewalks and 14 feet next to the street. Remove dead trees and their stumps, and usually replace with a new tree as soon as possible. Tree sprouts at the base of the former tree or tree suckers are not an acceptable tree replacement. Tree removal and replacement requires an approved Design Review Request (DRR) which is available at https://www.pcva.org/design-review-request.html

PCVA Volunteers Needed

The Modifications, Grounds, and Community Connections Committees need new volunteers!
Please review the duties at https://www.pcva.org/resident-committees.html and then email [email protected] should you be interested in these fun volunteer opportunities in Pine Creek!

The Grounds Committee (GC) is established to advise and assist the PCVA Board and
Community Manager to provide effective oversight, maintenance, sustainment and
development of PCVA neighborhood common areas. The GC also provides
recommendations to the PCVA Board and the Community Manager on proposed grounds
maintenance and improvements that result in long-term costs savings to the PCVA while
sustaining the aesthetic beauty of the community. Primary emphasis is placed on water
usage reduction and low maintenance landscaping. The GC proactively facilitates the
collaborative efforts of all PCVA stakeholders to include emphasis on providing an effective
forum for homeowner participation, involvement, and feedback.

The Modifications Committee (MC) is established to ensure all modifications reflect the
vision and goals of the Board for the sustainment of Pine Creek Village. The MC will oversee the review of all modification submittals, consistent with the PCVA governing documents and supplemental instructions, and provide rulings of all modification submittals.

The Community Connections Committee (CCC) will facilitate and enhance communication between the PCVA Board and Pine Creek Village residents. The CCC will also help foster and sustain a sense of community
among the residents with the objective to increase homeowner involvement and service
within the Association including the Board of Directors, Neighborhood Representatives
and Voting Delegates, and Committees established by the Board.

Trash Service IS on Memorial Day - May 25th

Colorado State Patrol Traffic Enforcement

Colorado State Patrol will kick off its “100 Deadliest Days of Summer,” where troopers will conduct a high-visibility traffic enforcement initiative, focusing on I-25.

During Memorial Day weekend, from the Wyoming border to the New Mexico border, drivers will expect to see troopers coordinating with local law enforcement to provide coverage across jurisdictional lines.

The priorities of the multi-day operation are to focus on the “three pillars” of public safety: aggressive driving mitigation, impaired driving enforcement and roadside safety for anyone on the side of the road with emergency lights on.

Troopers said they will be on the lookout for drivers engaging in aggressive driving, including speeding, unsafe lane changes, tailgating and improper passing. In addition, drivers under the influence should not expect a warning.

El Paso County Residential Property Valuations Appeals

For El Paso County residential property valuations, the 2026 Notice of Valuation (NOV) appeal window is:
  • May 1, 2026 through June 8, 2026 for real property (homes, land, residential property). 
That means your appeal must be:
  • submitted online,
  • delivered in person, or
  • postmarked by June 8, 2026.

A couple important things:
  • Colorado reappraises residential property every odd-numbered year, so the 2025 valuation affects taxes payable in 2026. 
  • The valuation is based mainly on comparable sales from Jan. 1, 2023 through June 30, 2024. 
  • If the assessor denies or partially denies your protest, the next appeal step to the County Board of Equalization is generally due by July 15, 2026. 
One of the strongest appeal strategies is usually:
  1. Find truly comparable sales within that statutory window.
  2. Show condition differences (original baths, deferred maintenance, busy road, backing issues, etc.).
  3. Point out factual errors in the assessor record (sq ft, finish level, basement finish, garage size, etc.).
